Market Overview

Vietnamese web development market

Vietnam is the fastest-growing major technology market in Southeast Asia - ” a country of 98 million people whose government-directed digitalisation strategy (National Digital Transformation Programme 2025-2030) has accelerated technology adoption faster than any comparable economy. Vietnam's software export industry generates USD 7.5 billion annually (VINASA - ” Vietnam Software and IT Services Association), making it Asia's third-largest software export country after India and China by growth rate. VNG Corporation (Ho Chi Minh City - ” Vietnam's first unicorn, Zalo messaging platform, 74 million users) and VNPay (unified payment platform, SBV-licensed, used by 100,000+ merchants) are Vietnam's technology anchor companies. MoIT (Ministry of Industry and Trade) regulates e-commerce under Decree 52/2013 - ” all e-commerce websites operating in Vietnam must register with the MoIT E-commerce portal (online.gov.vn). Vietnam's Decree 13/2023/ND-CP (Personal Data Protection Decree), effective July 2023, is Vietnam's first comprehensive privacy regulation - ” it requires consent, purpose limitation, cross-border transfer restrictions, and breach notification within 72 hours to MPS (Ministry of Public Security). FPT Software (FPT Corporation, Hanoi HQ), Viettel Digital (military telecommunications subsidiary), and Harvey Nash Vietnam are the country's largest technology employers, collectively hiring 80,000+ engineers. Ho Chi Minh City (formerly Saigon) hosts Vietnam's e-commerce and startup density; Hanoi hosts government tech and FPT's research headquarters.

Market Fact

Vietnam's software export revenue grew from USD 2.8 billion (2018) to USD 7.5 billion (2025) - ” a 168% growth rate that outpaces India, Eastern Europe, and Latin America over the same period. FPT Software (Hanoi HQ) alone employs 35,000 engineers globally and counts Boeing, Airbus, and Mercedes-Benz among its enterprise clients - ” proof that Vietnamese engineering quality is not a cost-play but a quality-at-scale story.

FAQs

Vietnamese web development questions

What is Vietnam's Decree 13/2023 and how does it affect websites?

Decree 13/2023/ND-CP (Personal Data Protection Decree), effective July 2023, is Vietnam's data privacy regulation. It requires: consent before collecting and processing personal data; purpose limitation; breach notification to MPS (Ministry of Public Security) within 72 hours; cross-border data transfer only to countries approved by MPS; and data retention limited to stated purposes. Vietnamese websites must implement consent mechanisms, publish Vietnamese-language privacy policies, and establish a process for handling data subject requests.

What is MoIT e-commerce registration and who needs it?

Vietnam's Decree 52/2013 (amended by Decree 85/2021) requires all e-commerce websites operating in Vietnam to register at online.gov.vn (Ministry of Industry and Trade portal). This applies to: websites selling goods or services to Vietnamese consumers with a Vietnamese domain (.vn) OR foreign-domain sites with Vietnamese as a primary interface language. Registration requires: business registration, website owner ID, and functional Vietnamese-language terms of service and return policy.
